Annotations
An annotation marks a moment on your analytics chart, so a change in the numbers has an explanation attached to it rather than needing one from memory.
A redesign, a price change, a campaign launch, an outage - anything that might explain a jump or a drop is worth marking. Once an annotation exists it appears on the chart for every date range that contains it, so the explanation is there the next time somebody asks about that week.
Annotations belong to one website. Create them from the Annotations page in the sidebar, or from the chart itself.
The moment you enter is on your own clock
The date and time you type are read in the timezone set on your account, not the server's. So if you mark 09:00, the annotation appears at 09:00 on your chart, and it stays at the same real moment if you later change your timezone.
You can set your timezone on the account settings page.
